One of my relatives received a midemeanor charge and was already on
probation. The Judge released her on a PR Bond. It doesn’t give much
credibility to a probation ruling.

Yes.
Probation terms are set by judges, not by probation departments. They can be altered or revoked by judges, not by probation departments.

It’s up to the judge. A probationer with a violation can be held without bail, but it’s far from the usual practice, in my experience.
