In public relations, a PR person does a limited amount of advertising. However, their job is primarily to represent the company or agency in a positive light. For instance, a PR person for Microsoft would lead the press conference when Microsoft has an incident happen, or releases a new product.
In advertising - the goal is to cause sales of a product. Advertising is generally done by advertising agencies (also called “Madison Avenue”) who are commissioned by manufacturers, or companies, and as you’ve seen this year, by political candidates.
There is a tiny bit of crossover by the PR person into advertising, but not much.
