How long does it take to get PR under new canadian immigration law under skilled worker?

I need to know about the new canadian immigration law which states that Federal Skilled worker who fall under NOC could immigrate in 6-12 months. I need to know if any one applied under this new law and got a response for the same. If yes, How long does it takes to get a case file number from CIC.
And any clue how long does the entire process takes? that is, from sending the first application to getting the PR approved.

The 6-12 months is their goal. How long it will take them to reach that goal, nobody knows. They applied the new rules to applications since the end of February 2008 but they did not actually post the new rules until the end of November resulting in 9 months worth of applications sitting around when they started to process them which makes it unlikely that they will reach that 6-12 months goal just yet. Should be faster than the 6-7 years that it used to take from some countries though.

What I know is if you pay in full the process goes by a lot faster.
