Our budget is about $110 dollars a night. I am travelling beginning of March. Does anyone know a nice little local hotel? One that is not so much infested by loud tourists and has that nice PR atmosphere?

I can not give you any personal recommendations for hotels at this price range, but here are a few suggestions for researching.
The usual Expedia.com and Travelocity.com. You might also want to try Priceline.com (here you can pick a star rating and area for the hotel and make a bid on the nightly price e.g. 3 Star may usually be $200 per night and you could offer a bid of $100 - you may or may not get it. The only downside is you can not choose the actual hotel just the area and star rating. I have used it in the past for New York and London and got good deals).
You could also check out Tripadvisor.com - this lists hotels and bed and breakfast places with user reviews and prices.
Also do a search for bed and breakfast places.
Just had another thought. You could check out craiglist.org (http://puertorico.craigslist.org/) for vacation rentals (I know this is not a hotel, but you might find something)
