I’ve been in advertising for 35 years and done PR.
I can also tell you that my wife was in HR for 20 years.
The two are totally different.
HR means human relations: You are responsible for hiring, firing, managing personnel, medical and dental benefits, and the pension plan information. You get involved in discipline and pluralism issues. It’s a ton of paperwork and detail work. If you like that sort of thing.
PR is the corporate promotional world. You are responsible for getting out the press releases, promoting the corporate image in the media, talking to the press, and insuring that legal issues involving the corporate logo, colors, and signage are kept at bay. You might have to make a corporate identity manual as well.
Choose the job and not the company. Any size business, both large or small can be good or bad. But do what you enjoy. In my case, I would always choose PR, because it’s more closely related to marketing.

I have a PR agency and I’m not sure where you got the impression that HR is in any way similar. It’s not even close. That is simply someone responsible for hiring for the firm and dealing with paperwork and issues that relate to the employees.
What will always look good is the quality work you produce, combined with showing the ability to do it in a time sensitive manner. So I would choose the unk PR agency as long as you will be working with decent clients.
Also Advertising and PR is generally totally separate fields, so my suggestion is to consider which you are most interested in getting into, and then go after a foot in that industry.
Just remember to a prospective employer the quality of work you are capable of doing is what they will be concerned about. I can’t fathom any PR or Advertising shop caring anything about what you did in HR.
