    Nothing really. The terms are creations of political correctness. Public and Community sounds like departments that deal with the press or the public questions at large. Human relations sounds more like an internal office term, for employees only.

    Human relations is like a personnel office.
    Community relations are how a company acts in the community, and reinvests in the community.
    Public relations is basically the press office, release statements, talks with the press, etc…

    Human Relations - usually Personnel or staff related also called Human Resources.

    Public Relations - or PR. This is advertising, marketing and spokesperson type stuff. The mouth piece for a company

    Community Relations - Outreach, working with community usually non-profit organizations to organize community members for a particular cause or to handle comlaints.
